It's far closer to Tokyo — with traffic, it can take two hours to get from Narita, while Haneda passengers can reach their destinations in as little as 20 minutes. The challenge has been finding HND-bound flights, but with 12 gate slots now up for grabs, the city's "local" airport will be far more accessible soon. This week, airlines submitted bids to the Department of Transportation, requesting their piece of the Haneda pie. So far:
